Welcome & Introduction Mr. Barnett, the TAC chairperson, called the meeting to order at 9:32 a.m. and welcomed everyone in attendance. After everyone had introduced himself or herself, Mr. Barnett took a few moments to welcome two new members to the TAC board, Ms. Megan Campbell and Mr. Jim Dockery. Ms. Campbell recently became WFMPO's TxDOT Transportation Planning and Programming representative. She will assist WFMPO in accomplishing its planning goals and objectives and in remaining compliant with state and federal regulations. Ms. Campbell is an AICP planning professional that began her career in the Beaumont MPO before going to work for TxDOT. After the departure of Mr. Kevin Hugman, the Wichita Falls City Manager appointed Mr. Dockery as Kevin's replacement on the Technical Advisory Committee. Mr. Dockery currently serves as the Deputy City Manager. He has worked for the City of Wichita Falls for a number of years as the Chief Financial Officer and then as an Assistant City Manager. Receiving none, he moved on to the next agenda item. Ill. Review and Approval of the April 8, 2015 Technical Advisory Committee's (TAC) Meeting Minutes Mr. Barnett asked for any comments or corrections to the April 8, 2015 TAC meeting minutes. MPO staff received none. He then asked for a motion to approve the minutes. Mr. Powell made the motion to approve. Mr. Rohmer seconded the motion, which passed unanimously. IV. Review and Comment Regarding the April 22, 2015 Transportation Policy Committee's (TPC's) Meeting Minutes - No Action Required Mr. Barnett asked for comments on the April 22, 2015 TPC meeting minutes. MPO staff received none. The committee moved on to the next agenda item. V. Review and Recommendation to the Policy Board to Approve the 2016 -2017 Unified Planning Work Program Mr. Barnett directed the committee's attention to the revised 2016 -2017 Unified Planning Work Program (UPWP) handout. He summarized the revisions made to the new UPWP starting with how staff replaced the FY 2015 Planning Emphasis Areas (PEA'S) with the new FY 2016 PEA's, which are MAP -21 Implementation, Regional Models of Cooperation, and Ladders of Opportunity. Mr. Barnett discussed Section F - Performance Measures and his progress towards creating a report card system for all of the performance measures listed in the Transportation Improvement Program and the Metropolitan Transportation Plan, Mr. Barnett explained that one new change throughout the body of the UPWP was under Previous Work. He stated the Federal Highway Administration had directed all MPO's to break out previous work as "Routine Work Efforts" and "Non- Routine Work Efforts ". TxDOT's Transportation Planning and Programming Division in Austin passed down this directive from FHWA to all the MPO's in May. Mr. Barnett continued on discussing minor additions to several of the subtasks as directed by Ms. Campbell. Most of these were in reference the Annual Performance and Expenditure Report, the Annual Project Listing, and the approval by TxDOT and the Wichita Falls City Manager for out of state travel. Mr. Barnett stated that he and his staff would update WFMPO's Public Participation Plan under Task 3.0 and that they would look at the MPO's By -Laws also to see if they needed updating. Mr. Barnett discussed the Budget Summary Tables for FY 2016 and 2017 explaining that because of recent federal cutbacks in PL -112 funding, him and his staff will continue to do all of the planning projects in- house. He commented that until he can rebuild his funding levels by banking funds that there simply was not enough money to hire any consultants. Mr. Barnett asked for any comments or questions regarding the 2016 -2017 Unified Planning Work Program. Receiving none, he asked for a motion to forward the document to the Policy Board for review and approval. Mr. Brown made the motion to forward the document to the Policy Board. Ms. Gagne seconded the motion, which passed unanimously. Vl. Review of the City of Wichita Falls' Proposed Traffic Counter Location List for TxDOT's Urban Saturation Traffic Counts Program for the Fall of 2015 Wichita Falls MPO TAC Meeting July 9, 2015 2 1 P a g e Mr. Barnett directed the committee's attention to this item in the meeting packet. He stated that on June 17, MPO staff met with TxDOT Transportation Planning and Programing (TP &P) planners from Austin at the Wichita Falls' TxDOT District Office to learn about the upcoming Urban Saturation Traffic Counts program that TxDOT TP &P has scheduled for this fall. TP &P provided WFMPO with access to the STARS 11 traffic counter location system so that we can input areas within the MPO that we feel need to have a traffic counter. Mr. Beauchamp, Traffic Superintendent, compiled a list of new locations to add to the STARS I1 system and a list of locations to be removed from the system. Mr. Barnett stated all locations must be submitted by July 17, 2015 and official traffic location counts will be conducted September 28 through October 15. Mr. Barnett asked for any comments or questions regarding the TxDOT Urban Saturation Traffic Counts Program. Receiving none, the committee moved on to the next agenda item. VII. Discussion of the Forecasted Shortfall in the USDOT's Federal Highway Trust Fund Account Mr. Barnett directed the committee's attention to this item in the TAC meeting packet. Mr. Barnett stated TxDOT's Public Information Office forwarded information to all the MPO's about the forecasted shortfall of funds in the Highway Trust Fund account. He stated that based on the current spending trends, the U.S. Department of Transportation estimates that the Highway Account of the Highway Trust Fund will encounter a shortfall before the end of fiscal year 2015 with estimated insolvency by the end of October 2015. Mr. Barnett stated that MAP -21 ended October 31, 2014 and currently exists through Continuing Resolution or CR. He stated that the DRIVE Act, Developing a Reliable and Innovative Vision for the Economy, would eventually replace MAP -21 if approved by Congress. Mr. Barnett asked for any questions regarding the USDOT's Federal Highway Trust Fund Account. Receiving none, the committee moved on to the next agenda item. VIII. Discussion of Proposition 1 Project Funding Mr. Brown reported on Proposition 1 Funding stating that the Wichita Falls TxDOT District had let its entire list of Proposition 1 projects for FY 2015, which came to a total amount of $3,100,000. He stated that the 2016 funding would decrease by 10 -20 %. Mr. Brown stated future projects included the US 287 Corridor Roadway Lighting project and intersection improvements on Southwest Parkway and that the 2017 project was a continuation of the FM 369 Corridor Drainage Ditch Enclosure. Mr. Brown stated that TxDOT would choose the projects from the MPO's Prioritized Project List. Mr. Barnett asked for any questions or comments regarding Proposition 1 Funding. Receiving none, the committee moved on to the next agenda item. 1X. Review and Discussion of Proposed TxDOT Projects Generated From the Year 2040 Travel Demand Model Mr. Barnett directed the committee's attention to this item in the TAC meeting packet. He passed out his Travel Demand Model (TDM) Network Analysis handout to the TAC committee. Mr. Barnett informed the committee that WFMPO staff met with TxDOT colleagues back in April 2015 to discuss and develop a list of "hot spot" projects from the year 2040 Travel Demand Model analysis. Mr. Barnett stated the purpose for developing this list was to identify projects for funding that would help alleviate congestion in these areas in future years. He stated these projects could be included in the annual Prioritized Project List so that if funding became available the Policy Board could choose these projects for construction. Mr. Barnett then opened up the item for committee discussion. Wichita Falls MPO TAC Meeting July 9, 2015 3 1 P a g e Mr. Brown, as did other committee members, questioned some of the locations on the map generated by the Travel Demand Model. They pointed out that the current traffic counts at a couple of the areas did not support what the model predicted. Mr. Barnett stated that the TP &P modeling division in Austin calibrates and maintains the TDM for Wichita Falls. He said that WFMPO staff gathered data on the ground and forwarded it to the modeling division for inclusion in the model calibration. Ms. Campbell offered to contact Ms. Janie Temple, Director of the Modeling Division, to find out why the model predicted the outcomes that it did for year 2040. Mr. Barnett thanked Ms. Campbell for her offer of assistance and said that he would work closely with Ms. Campbell and Ms. Temple to clarify questions about the model predictions. He commented that after the MPO received answers to these questions then the committee could push forward with getting construction cost estimates for the remaining projects. intimately, he stated, these projects should find their way into the Prioritized Project List and the Metropolitan Transportation Plan. Mr. Barnett asked for any further comments or questions regarding TxDOT projects generated from the year 2040 Travel Demand Model. None was received. The committee moved on to the next agenda item. X. Other Business: a. Discussion & Overview of Progress on Local Transportation Projects - City and TxDOT staff (Quarterly Review) TxDOT: Mr. Rohmer reported that FM 369 at McNiel was a project connected to the city's drainage ditch project and essentially complete. US 287 at Huntington Road was a bridge replacement project. SH 240 at Sinclair Road drainage ditch had a pre - construction meeting and TxDOT was waiting on utility information. IH 44 near SP 325/US 287 Wichita River was in queue for concrete repair and overlay. US 277 Broad & Holliday near 81h Street was tied into the previous project for concrete repair under the elevated highway. FM 171 Old Friberg Road to Clay County Line was a widening segment, however, it had been delayed by weather. FM 369 at Fairway near Hughes to McNiel was a section west of 369 to enclose the drainage ditch. FM 2650 from FM 369 to FM 1954 was a widening project that has been let and pre - construction would begin next month. W. Mr. Powell reported that the McNiel Drainage and Southwest Parkway Intersection Improvements were approximately 65% complete. He reported on the 2015 8th Street and Ohio Intersection Enhancement Project stating it was 99% complete. The Wichita Bluff Hike and Bike Trail was 40% complete. The 2015 Street Rehab Project at various locations across the city is 60% complete. b. MPO Quarterly Financial Report (2nd Quarter - January, February, March) Mr. Barnett reported on the 2nd quarter expenses for the MPO. He stated that the MPO had spent 78.46% of its total allocation for FY 2015. He asked for any comments on the second quarter financial report. He received none. c. Grouped TxDOT CSJ Projects Report Mr. Barnett directed the committee's attention to the Grouped TxDOT CSJ projects report of the TAC meeting packet. Ms. Lee reported to the committee that MPO staff had two new Preventative Maintenance projects to report for this quarter. Mr. Barnett asked for any comments or revisions to the report.
